A water-in-oil emulsion (w/o) is one where water droplets are dispersed (suspended) in the oil. The OIL is the continuous phase.
Which Emulsifiers Make Water-in-Oil Emulsions?
Different emulsifiers are often used to make each type of emulsion. For w/o emulsions, you need an emulsifier specifically meant for that purpose.
